Liberty Energy Inc is proposing to build a new renewable energy thermal electric power plant to be named Liberty Energy Centre (“the facility”), in Hamilton Ontario. This facility is also known as Liberty LVII and is being developed in response to the Province’s call for 2500 megawatts (MW) of renewable energy. the organic waste Biomass materials for this project include non-compostible Green Waste and Biosolids. These materials have traditionally been managed through land filling, land application, or incineration. Liberty Energy is proposing to upgrade its related Liberty Composting operation <http://www.libertyrecyc.com> to a Renewable BioEnergy Production Facility. The upgrade became necessary as the local Air Pollution Control District adopted more stringent controls on VOC (Volatile Organic Compounds, eg Methane) emissions. VOC emissions play a major role in ozone formation, smog, and are approximately 25 times more effective than CO2 in causing global warming. The Air District’s requirement of 80% control of VOC’s is easily obtained by the Liberty BioEnergy Process which reduces VOC’s by 97-99.3%.

On June 23, 2010 Kern County Planning Department released the Draft Environmental Impact Review for the project. This report is available for download in two parts:
